Certainly Law no. 116/2002 is not perfect, such think as we can say about any law. Moreover, we debate on a very difficult area which is in continuous change. We constantly deal with these situations like reduction of job places, income uncertainty, lowering the power of buying for citizens, difficulties in accessing health services, education, etc.
