The family and child social services tried to focus just after the events from 1989 on family alternatives to institutionalisation and abandonment. This network consists of the following: a national level implementation of a wide range of services centred on family and family health, a well defined services that focus on the family and individual, services that reflect social-cultural diversity for families and children, an alternative system of adoption and maternal care, a complete system of preparing services destined to family and child care
