In west, for over a century, the state of social welfare completely asserted its social validity and political-historical importance. Though, most often these functions generated public critics and controversies. The most disputed ideas regarded the fiscal domain, the expenses from the public budget and last the state’s role in managing certain social services and some strategic enterprises.
