The action paradigm reflects the social relation i.e. an actor in relation with another actor. Each has to interpret each other’s actions and based on this interpretation he acts according to his own intentions. Being a social action the crime behaviour is being oriented by something. According to a Weber, action reasoning can be influenced by scope, values, feelings, and tradition. In Romania most of the crimes are committed by the occasional-emotional crime category.
