Europe’s social environment has changed considerably over the last thirty years, as the economies of European countries have progressively opened up towards the global economy. As a result, the competitiveness of the European economies is dependent not only on production costs, but also on the performance of social protection guaranteeing, at least, a minimum level of human development for all. Social assistance and development assistance are, or should be, the last frontiers of the social protection networks over the world at national, international and global level. They have known an intensive practice in the XX century, but right now they are confronted with a global challenge – a large process of innovation concerning their main ideas and concepts.
