This study examines the situation of children in Cluj County who are under special protection measures, residing in residential care facilities or with professional foster care givers. We examine the factors contributing to family separation, emphasizing the effects of poverty, substandard housing, abuse, and neglect. We used both quantitative and qualitative methodologies, analysing child protection case files from 2022, with data interpretation performed using IBM SPSS Statistics 22. The results show that various factors influenced placement measures, identifying, for example, poverty in 81.6% of instances. Family separation profoundly impacts children's psycho-emotional development, resulting in enduring consequences. Additionally, we emphasized the difficulties of reintegrating children into their biological families and the systemic obstacles that impede this process. The conclusion under scores the necessity for public policies that facilitate the prevention of child-family separation and enhance the living conditions of vulnerable families.
