According to the convention signed in 2001 by the government of the United States and government of Romania they are in agreement on establishing a productive and durable partnership in the area of promoting and fulfilling the child protection system and their welfare. Consequently, the three partners in ChildNet: program national authority for child protection and adoption (ANPCA), United States agency for International Development and World Learning have agreed on fulfilling the general objectives of ANPCA established by government decision no. 12/2001 and by government decision no. 539/2001 regarding the governmental strategy for child protection for 2001-2004 period of time, and on the other hand to fulfil the general objectives of USAID established by USAID strategy for the social sector in Romania (USAID indicators for social sector in Romania).
